Korea Tax Refund: Immediate vs Airport Refund Explained

The most persistent misunderstanding about Korean tax refunds is the rate. The signs say ten per cent. What actually reaches your hand is closer to five or seven.

The mechanism is simple enough. Korean VAT is 10%, but the refund agency takes a commission out of it, and the gap disappears there. Learn this at the airport counter and it feels like being short-changed; learn it now and you can plan around it.

With that established, Korea runs two systems: an immediate refund deducted in the shop, and a post-purchase refund collected at the airport. Which one applies is decided by the amount. Here is how both work.

1. The basics — who qualifies, and from how much

Refunds are for foreign visitors, with a stay in Korea of under six months as the baseline condition.

The minimum is 15,000 won per transaction. It used to be 30,000 won and was lowered in 2024. A great deal of published advice has not caught up, so ignore the older figure.

Only shops displaying “TAX FREE” or “TAX REFUND” participate. Convenience stores and café chains do not, but Olive Young, the department stores and most of the main Myeongdong shops do.

Goods must leave Korea within three months of purchase. Worth remembering if you are claiming on cosmetics or food you might use up while you are here.

2. Immediate refund — deducted in the shop

This is the easy one. Show your passport at the till and the tax comes off on the spot. Nothing to do at the airport.

Both ceilings doubled in 2024, from 500,000 won per purchase and 2,500,000 won in total to 1,000,000 and 5,000,000 won. For ordinary holiday shopping, that headroom is ample.

One caveat: the five-million ceiling is cumulative across your whole stay, adding up across every shop. Anything past it moves to the airport system.

3. Airport refund — collected on departure

Purchases over a million won, and anything bought at a shop without immediate refund, get settled at the airport. The sequence is fixed.

1. Customs before check-in. Take the goods, the refund receipts, your passport and your boarding pass to the customs desk or kiosk in the departure hall. High-value single items are physically inspected.
2. Then check your bags. Reverse the order and you cannot produce the goods.
3. After immigration, collect at the refund counter airside. Cash or card.

Get the order wrong and there is no refund. Checking the bags first is the single most common mistake.

4. How much time to allow

At Incheon in high season, allow 30 to 60 minutes for customs and the refund counter combined. Around the Chuseok holiday and the October holidays, longer.

If you normally arrive three hours before departure, make it three and a half on a refund day. Leaving your hotel half an hour earlier is cheaper than rushing at the airport.

Downtown refund counters are an option too. Refund operators run desks in Myeongdong and other shopping districts where you can collect cash before you fly. You register a credit card as security, and if you fail to complete the customs export confirmation in time, the amount is charged back to that card. You save airport time; you lose money if you forget.

5. What you actually get back

Back to the opening point. VAT is 10%, but after the refund operator’s commission, what lands is roughly 5–7% of the purchase price. The smaller the purchase, the larger the commission’s share.

So a 15,000 won purchase returns around 1,000 won. Queueing thirty minutes at the airport for that is not always rational. Keep small purchases to shops with immediate refund, and save the airport process for the expensive items.

Where it does add up is bulk cosmetics. The principle of finishing your shopping by day three pays off here as well.

6. Common mistakes

1. Checking the bags first. If the goods go into the hold before customs sees them, you cannot claim.

2. Throwing away the receipt. You need the dedicated refund slip or receipt. Say “tax refund” at the till and ask for it there and then.

3. Confusing this with duty free. Duty free shops at the airport and downtown sell without tax in the first place. Nothing bought there needs a refund claim.

4. Using the goods. Refund items should leave the country unused. Opening them mid-trip can stop you at inspection.
